Basically, most expats owe little or no tax. If your earnings fall below the foreign income exclusion, you can file late and have no fear of penalties or interest. In order to qualify for the exemption, however, you must file. Right now the IRS filing statute is 6 years with no tax due, and 10 years if you owe. At times there are voluntary disclosure programs in place that reduce the number of years required.
